The context:

ترحب القطر بكم. الرجاء أظهر احترامك للمجتمع من خلال تجنب السلوكيات: شرب الكحول، ازدراء أماكن العبادة، الشذوذ الجنسي، الموسيقى الصاخبة، العلاقة خارج إطار الزواج، تصوير الشخص دون إذنه، الألفاظ الخادشة، اللباس المتبذل
The last two terms: "scratching words", i.e. in a sense of "obscene language"? And "indecent clothing", i.e. too revealing/immodest, showing too much, or something like, for example, a T-shirt with a swear word imprinted on it would qualify as well?

    "obscene language" = yes, but given the context (public written announcement) "vulgar language" would be best.

    "...a T-shirt with a swear word imprinted on it would qualify as well?" Yes, it would....but.....for comparison, and to be "equitable", such a shirt would also prevent the wearer from boarding an airplane at any airport in the USA or to be served at just about any restaurant world-wide.
