The follow dot point describes one principle in America's new defence policy. In it, I can't tell if بل is being used to mean "instead" (instead, caring out about...) or "not even" (not even caring about...). Can anyone help me here?

In this context it means "not even".

It's a little confusing to be honest but I think in this context using بل on its own means "instead, caring about". If the writer was to imply "not even" he should have written بل حتى or ولا حتى.
