ذوو مقتل

I am having trouble with the way the word ذَوُو is used in the annexation structure in the screenshot (though I understand the meaning of the whole sentence): please see the screenshot.
Because ذَوُو is plural, it means “relatives” and the literal translation of the sentence “ذوو مقتـ.ـل المعلمة نورا” will be “relatives of the place of killing of teacher Nura” or “relatives of the killing of Nura”, both of which are extremely strange to comprehend.
Am I correct in my translation?
If I am mistaken, how do you translate this phrase?
And it would be great if you provided me with some reference where I can look up such “strange” use cases of the word ذوو.
