Hi,

What does this mean (specifically the part with عز فيه الرجال)?
My guess is "A man at a time when real men are scarce"... Or something like that.
Does anyone know what the original source is?

No, it's what OP guessed. عزيز here is in the sense of "rare".

It's an old stock phrase. I don't think anyone can know its origin.
