I had a question about a form that is مبني. Why do all the words of the form فَعَالِ stay the same? In other words, why are they مبني?

Some examples are قَطامِ and طَمارِ. What is the meaning they have in common?

Because they resemble مبني الأصل. More specifically, they resemble فعل الأمر. Note that all words of the form فَعَالِ have the meaning of فعل الأمر. A very common one is حَذَارِ 'Beware!'.

حذار من أرماحنا حذار
Beware of our spears, beware!
