Does من لم يشكرِ النَّاسَ لم يشكرِ اللَّهَ mean

Whoever will not thank people will not thank Allah or

Who will not thank people will not thank Allah

Can't it mean "Whoever does not thank people has not thanked God." rather than "will not thank"?
