What's difference between ٸ (high hamza) and ئ (hamza above)?

They have different reference codes, and obviously they are 2 different letters. The standard Arabic keyboard has the latter only but I found the former when I was trying to romanise an Arabic newspaper text.

    Looking at the list of characters on that webpage, I see many that are not used in Arabic.

    Remember that Arabic characters are used in several other languages, many of which have variations that do not exist in Arabic.

    Yet you say that you saw this character on an Arabic page. I can't comment until I've seen it. :)
