“It doesn't matter if he will come or not. ”

This sentence contains a noun clause as a subject and uses "it" as a dummy.
My question is: can I use "if' to build a noun clause?

Hi, clairepp. You can. Here's one: Ask your son if he saw Ralph at school.

"Will come" seems a little strange to me in your example. Here is a more likely version of that sentence: It doesn't matter if/whether he comes or not.
