皆さん、こんにちは。

What is the difference between a sentence like 停電断水続いた and 停電断水続いた? Is the 〜と〜も structure frequently used in place of 〜も〜も?

    1. 停電断水続いた is like: "both A and B".

    2. 停電断水続いた is like: "A and B ~~~, too".

    The 2nd indicates that "<X> was happening, and <Y> happened, too". And this <Y> refers to "A and B / 停電断水".

    This difference isn't immediately obvious, even to natives.
