Hello!

また穢土転生の術か。ワシの作った術をこうやすやすと

It's from Naruto. Tobirama says that to Orochimaru. In the translation there's "to use," but where is it in the original? I'm quite confused. Also, why "to" at the end?

    ワシの作った術を(が)こう(このように)やすやすと (簡単に)使われるとは嘆かわしい。真似されるとは情けない。盗まれて悔しい。使いこなすとは大したヤツじゃ。

    The latter part presumably including "to use" (使われる) is abbreviated as is often the case with Japanese.
    Provide me (or members here) with the whole translation sentence.

    I'm wataching it with Polish subtitles. But it goes more or less like "I'm suprised that someone can you use this technique with such ease"
