It is saying "except during parties"????
If this is the real translation, have no sense to me.

    They meet together to eat, except in parties or something.

    On parties, only one or two members of them (the king and the queen) are usually invited. So other members of the family cannot participate in the parties to eat together with the king and the queen.

    According to this interpretation, it may make sense to you. If you do not agree, feel free to ask me again with more context.
