First 一万四 means 14,000, and you write 百 wrongly as 白

10,004 一万零四 ten thousand and four.
10,404 一万零四百零四 ten thousand four hundred and four.

Note that, when 14,000 comes alone without any part trailed at the end, you may omit the "千". So, you can say 一万四。 However, the "千" is required when you are going to add a measurement unit after. i.e.,
一万四只鸟
一万四 只鸟
Except, 14,004 birds = 一万四千零四只鸟。There's no scale word applied on ones digit, not the same as tens, hundreds, thousands and so forth.

People who live in some areas or territories in China may read numbers differently. For example, in Shanghai, they read 110 as 一百十 while the standard Mandarine will read it as 一百一十. Same, they read 10400 as 一万四百 so far as I know.
