I just came across this dialogue:

他是谁?
他是我父亲。
哦!就是他呀!
你认识他吗?
我见过他。
你见过他?
是,我见过他。

How come 你见过他?doesn't have 吗 at the end? It's a question, isn't it?

    Yes, it's a question. In this context, it indicates that the speaker was surprised and wanted to make sure of it. Sounds like "Are you sure?" or "You did?" If you add 吗 at the end, it's grammatically correct. But it sounds like "Did you meet him before?" :)

    你见过他? - You've seen him before??

    A sentence can be transformed into a question by employing a different intonation. This is one example.
