The sentence seems puzzling without context, could you provide the source of it?
"地行" possibly means "to walk on land" here.

I don't think it is a proper usage in Chinese, because I can't understand "地行" even with this sentence. Also, 建议装备高速部位躲避 is confusing, which I can't understand too.

Maybe this is due to my poor knowledge of military affairs.
