Hello,

Could these two sentences 妈妈跑下楼来 我弟弟跑回家去 finish with the particle 了?

    Absolutely. The 了 would signal the end of the action. Without it, the reader would typically expect a continuation of the sentence.

    - 妈妈跑下楼来... 下来干嘛?
    - 我弟弟跑回家去... 然后呢?

    I don't agree with brofeelgood. In Chinese, “了” is a quite colloquial word and sometimes redundant word. It is find to use in conversation.

    I agree with brofeelgood. 了 signals the end, and without it I would expect some follow-up action or clause.
    Furthermore, 妈妈跑下楼来/弟弟跑回家去 ARE conversational scenarios, not some sentences you would find in a formal document.

    I don't think so. It depends on the context. If we compose the sentence like: 听到快递员的叫喊,妈妈跑下楼来. I don't think “了” is needed here.

    Yes. In your sentence 了 is not needed, especially in a composition. Just, it is still part of a sentence, or part of a cause-effect sequence, not a stand-alone statement.
    Anyway, it's better to have a context to discuss this.
