そう捨てたもんじゃない, literally "is not something to be thrown away / undervalued", means "(something) is not completely hopeless" "(something) is not so bad"

捨てたもん: something useless
(もん is an euphonic change of もの)
going to be "it's not so useless thing (or person, etc)."
If "～だ" isn't a typo, it is some sort of a dialect in this case. It should be "～じゃない”、"～じゃないな"、”～じゃないね” in standard Japanese.
