第 ...... 号

Hi!
I'm translating a Lease Agreement and I would like to know what does (...)第 ...... 号 exactly indicate in the affixed table (please see parts in blue in the image).

It appears in two sections:

1) First, it appears in 宅地建物取引業者 > 免許証番号. --> 兵庫県 大臣/知事 ( 8 )第 000000号

I assume 000000号 is the license number (免許証番号), but I don't understand what does the whole prior part —兵庫県 大臣/知事 ( 8 )第— refer to.

2) And then, it appears in 宅地建物取引士 > 登録番号. --> ( ... )第 ...... 号

Again, I suppose before 号 you put the 登録番号, but what do you put in ( ... )第?

I'm sorry for maybe asking a lot, but if you could help me with these doubts, I'd appreciate it a lot.

    第 is a prefix that creates ordinal numbers. 号 is a counter/prefix for documents including periodicals (『月間ワードレファレンス』第20巻第3号), permits and registrations (囚人34号). As you can see in the last example, 第 is not mandatory in all cases.

    Minor note for "兵庫県 大臣/知事 ( 8 )第 000000号"
    It's 大臣 / 兵庫県知事 ( 8 )第 000000号. The license can be issued either by 国土交通省大臣 of the Government or by a prefectural governor. One needs to circle one of the choices in order to show which is one's licenser.

    @Flaminius Thank you so much for your answer! Now I understand better the part of the table in which I had doubts. :)

    I only have one little doubt left: in 免許証番号 --> ( 8 )第 000000号 or in 登録番号 --> ( ... )第 ...... 号, as you say, ( ... )第 creates an ordinal number, but that ordinal number prior to the license or to the register number indicated with 号, what does it indicate?

    No, 第 is a prefix. It, together with 号, modifies 第000...0号. I don't know what (8) is doing, but it's part of the licence number.
