The commander is briefing the soldiers on the military operations.

My question is why the bold part is には rather than では. If I’m not mistaken, the meaning in this context is "you can’t tell the ロット by its appearance". Or it means something else?

The expression "見掛けでは分からない" may be contaminated by the common idiomatic expression "見掛けに寄らない". Another possibility that I think of is that "見た目" in the construction "見た目には[...]", such as

見た目にはわからない障害
見た目にはわからない虫歯

was replaced with "見掛け".

Here is the only example of "見掛けには分からない" that I found on the internet:

[...]見掛けには分からない悪魔がこの地球には居ます。[...]

Thank you. So is there any slight difference between 見掛けでは分からない and 見掛けには分からない? They seem to mean the same. Maybe their nuances are different?

I think the speaker means the same as "見た目には分からない" by "見掛けには分からなん". But the expression "見掛けには分からん" sounds odd while the expression "見た目には分からん" sounds natural. I personally assume that this will be a typical case of the so-called "syntactic blend(ing)".

I think both には and では are idiomatic expressions, and are interchangeable without any difference.
You can google and hit a lot of ”見かけにはわから," or "見かけには" for example:

けっこう大きな器で見かけにはわからないけれど、牛肉がゴロゴロ。
