100% due is/are collected

“These are the receivables. 100% due is/are collected.”

Context: Out of the receivables, 100% or all have been collected.

Which should I use? Is or are?

    If 100% means 1 then use "is". If it means all of a countable thing then use "are". For non-countables, it is always "is".
