Hello, I was wondering if I can rephrase the statement, ''a 50% drop in the rate of quitting'' into ''50% less employees quit their jobs''?

I agree you need "fewer" instead of "less". But you also need a time element, in order to be a "rate".

You could say "50% fewer employees each year leave the company". Then it is a rate, and means the same.
