a 90 percent decline VS which is down 90 percent

Could I rewrite the first sentence like the second one?

Only 27 refugees have come to Fargo since October- a 90 percent decline from the same period a year ago.
Only 27 refugees have come to Fargo since October- which is down 90 percent compared with the corresponding period a year ago.

    I would not use the phrase "which is down 90 percent compared with the corresponding..."

    I would use the phrase "which is down 90 percent from the corresponding..."

    I don't think "down....compared with" makes sense. But I would use "compared with" following a noun and a comma:

    "which is a 90 percent reduction, compared with the corresponding..."
