    It might not be the patients, who might be too sick to answer questions. A "bed census" would be a collection of data about the patient in every occupied bed. In this case, the data concern socio-economic status. Whether the patients were asked a series of questions to determine their socio-economic status, or that was determined from hospital records (perhaps there are questions on the admissions form about occupation and education) or by interviewing hospital staff, we do not know. The point of a "census" is that every patient was included in the data; no sampling was conducted.
