Here's the sentence:

" Copenhagen meeting showed a binding top-down approach could not succeed at the international level."

"a restrictive (imposed?) approach originating from ones having the highest rank."???? :confused:

    "Binding" here means mandatory; "top-down" means originating with the highest levels of government (or other leading actors), as opposed to a "bottom-up" approach originating from the people who will be affected by the policy.
