a bit of a do

Hello everyone, que signifie l'expression "a bit of a do" soulignée dans l'extrait suivant qui décrit un épisode d'une bataille de la seconde guerre mondiale:

"We could hear the shouts and screams of the people who were thrashing about in the water, who had been hit.
It was a bit of a do at the time, and everyone was panicking.” ?

Un grand merci d'avance pour votre aide.

It seems like a significant understatement - I think it's an abbreviated version of a to-do. The context in the earlier discussion sounds pretty similar.

On peut dire que c'était un peu la confusion (générale) à ce moment-là et la panique pour tout le monde.
