The sentence is a bit weird to say the least.

to say the least = Not to exaggerate (from dictionary.com).

But still I cannot understand the above sentence.

Could anyone help me?

    Well, in this context, it means that the speaker thinks that sentence is very weird, and wrong, but won't say it like that.

    to say the least = "I could say more about this, but I'll just say that."

    Is that ok?

    Here's a shocker for you, another example:

    Nichec is a very sweet girl, to say the least. (Meaning she's extremely sweet).

    I hope everything is clear now so that we can abandon this thread.
