A cake was made

There's a rule that only transitive verbs can be used in passive constructions but I have come across this example:

1.) Tom made a cake. make-> transitive
2.) A cake was made (by Tom). make-> intransitive

and it says under the second example that make is intransitive even though we have a passive construction. Why is this so? Is this an error perhaps?

    There are some, not very common, intransitive uses of "to make", but none of them apply to cakes. Perhaps they meant to mark these examples as active and passive and not transitive and intransitive.
