A certificate/document written by the police was needed, or the car won't be allowed to go into the repair garage.

Do both certificate and document fit in the above and mean about the same? Thanks in advance.

Is this after an accident? Then I would say "a police statement" would fit better...

A copy of a police report is also a possibility, but as Estella says, we need to know why the police are involved.
