What does a clear cut pre election mandate mean?

What we have seen from the Liberal Party is their determination in the Senate to slow down, retard and in fact, get in the way of the elimination of Workchoices and AWAs despite the fact that we have a clear cut pre election mandate to do so.

A dictionary says mandate is an official order given to sb to perform a particular task. Is it so in the sentence?

Would anyone help me with this? Thank you in advance.

    When a political party wins an election with a majority of votes, it often says it has a "mandate" to enact the policies that it campaigned on - that is the voters are backing their policies. But I've never heard of a "pre-election mandate."
