A complement phrase fronted?

I think in the following sentence, a complement phrase is fronted and a subject clause, and a verb are inverted.

Relatively small in terms of adherents compared to the Latin Church, but important to the overall structure of the Church, are the 22 self-governing Eastern Churches with a combined membership of 17.3 million as of 2010.

I'd like to know whether or not my thought is right.
