Does it mean "a constant state of trying/attempting"?

Beta version in software industry is a version for testing.

    Yes, it seems to be the software term. Something in beta works quite well, and can be sent out more widely for testing, but it's still not quite right, not ready for general release. Apply that as you will to America.
