The tests ensure that a diploma is an accurate indication of a student's mastery of key information and not just a piece of paper signifying twelve years of school attendance. Polls show that only 23 percent of college professors and 41 percent of employers believe that a diploma reflects a student's knowledge and abilities. But when a diploma is backed by successful completion of exit exam, the value of diploma is reinstated, for it proves actual achievement.

I'd like to know if I can replace "and" with a comma.
