I actually need help with this entire sentence!

A discretionary amount may be made on behalf of participants who worked at least 1000 hours during the year and are employed on December 31st .

Here is my poor attempt...

Una cantidad discrecional puede ser hecho en nombre de participantes quien trabjaron a menos de 1000 horas durante el año y están empleados en el 31 de diciembre.

    Se puede pagar una cantidad discrecional a nombre de los participantes que hayan trabajado al menos 1000 horas durante el año y que hayan sido contratados el 31 de diciembre.

    A more familiar way would be:
    Se podría pagar una cantidad simbólica a nombre de los empleados que hayan trabajado al menos 1000 horas al año y que hayan sido contratados el 31 de diciembre.

    Because I think it refers to employers. It depends on the context..

    Una pregunta...

    If I say "se puede" pagar does that imply that the particpant could make the contribution? Is it possible to phrase this using el voz pasivo?

    yes, that they have the possibility of paying it.
    Anyway, I think it'd be better "los participantes pueden pagar (or colaborar con).."
    It's better to write the sentence like that, not in voz pasiva.

    Here's my problem. The participants aren't allowed to make the contribution. Only the employer can put the money into the account on behalf of the participant. Does that make sense?
