A [full] on rainstorm

Hi, in Taylor Swift's song Sparks Fly,

"The way you move is like a full on rainstorm,
And I'm a house of cards"

I wonder why "full" can occupy the position of a noun? And what does "a full on rainstorm" mean?

    "full on" is contemporary American English.

    It's not so much a noun here.

    "full-on" or "full on" modifies rainstorm.

    It means something like a very heavy rainstorm.
