Without further context I cannot be certain but I'd hazzard a guess that a "gropping definition" is a definition that is not exact but tries to give the meaning of a word/phrase.

The person who thinks context isn't necessary in cases like this probably doesn't fully appreciate the possible interpretations. Context is rarely unnecessary, and even if it is it doesn't do any harm to be given it.
I think I recall using "groping" in this way. After saying there should be more context, I had an idea what was probably being asked, and went on to "grope" for an answer-- much as you'd grope for something where there wasn't enough light to see.
