Hi.
When you say 'a level of something' as in the following sentences, do you mean the level is somewhat high?

- There was a level of intimidation with Steve Wynn as being the boss of the company.
- There was a level of trust between the two of us. I’ve got his back; he’s got my back.

    That's what it means. However, your first example is not elegant or clear. Perhaps you mean: "With Steve Wynn as being the boss of the company, there was a certain level of intimidation."
