A sentence from a news report: he had earlier said the force was considering terrorism as a line of inquiry.

Does it mean that terrorism was listed as one of motives that the force would look into?

    It sounds to me like they were considering the use of terrorism as a way of getting answers, but tobegood obviously has the correct meaning.
