Context: phrase bank under "Business travel" section

Could you tell me how I can get a line out?

What would be your interpretation here? I know we are most likely talking about telephoning but the meaning is still not clear to me.

    I think you're right

    If I were traveling on business in hurricane-ravaged Puerto Rico, I might ask this about being able to talk back to the mainland U.S., but otherwise, it seems rather archaic in the modern world functioning normally, where we can whip out our mobile telephones and talk to each other not only on the telephone network, but over a number of voice-over-IP applications as well.

    On second thought: why would they put it into a 2014 book? What does it even mean if you're not from the US?
