Hi. What does "line responsibility" mean?

Who is in charge of Lock Out –Tag Out?
Safety and thereby also Lock Out – Tag Out is a line responsibility.
.
.
.
It is always the Functional Manager who is responsible for the correct implementation of Lock Out–Tag Out procedures within her or his area of responsibility. The manager has the responsibility to make sure that the required competence is there and that instructions are available and followed.

Thanks.

I'm guessing it means that it is the responsibility of the line manager. And I'm guessing the Functional Manager is the line manager in question.

Line management is briefly explained here.

(I have no idea what Lock-Out - Tag Out is.)

    Thanks.

It is a work safety thing. You lock out and tag out (put a special warning) devices which are currently operational to prevent incidents.
