a little strange situation (little/bit modify nouns?)

Hi everybody,
I 'd like to know if it is correct to say " It is a little strange situation" or I should say ...rather strange situation.
Once I read that "little and bit" cannot modify adjectives + nouns .
Is that so ? or it's just prescriptive grammar?

    "The situation is a little strange" is okay, but "it is a little strange situation" is not. It makes it sound like both "little" and "strange" are adjectives modifying "situation."
