Is the phrase "a lot of" for example "a lot of people" singular or plural.

Specifically should we say

There are a lot of people or

There's (there is) a lot of people

The phrase begins with "a" implying the singular.

    It depends. You have to think about whether "a lot of" is replacing "much" or "many", i.e. whether the noun is countable or uncountable:

    There are many/a lot of people.
    There is much/a lot of water.
