When you are describing where someone or something is, you can say that they are at a certain distance. You can also say that one thing is at an angle in relation to another thing.
The tree was leaning at a low angle from the ground.

Do I correctly understand that "a low angle from the ground" means that the angle between a bent tree and the ground is less than 45 degrees?

    That is my understanding too. Depending on the point of view, the angle is either less than 45 degrees or more than 135 degrees - both describe the same situation (if we assume that the ground is flat, of course). :)
