Does "a majority of its member states" mean "a majority of countries that are members of the Nato"?

The Yugoslav wars were a series of violent conflicts in the territory of the former Yugoslavia that took place between 1991 and 2001. They comprised two sets of successive ethnic wars affecting all of the six former Yugoslav republics, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Serbia and Montenegro, and Slovenia. Ultimately, NATO (the North Atlantic Treaty Organization) became involved in securing peace, an endeavour that has involved a majority of its member states. Many of the perpetrators of what has been termed ‘ethnic cleansing’ or genocide remain at large.
