a nip which keeps out the chill

Holmes is bantering with a police officer, and the latter says the following.
"Well, maybe a wee nip would keep out the raw morning chill."

I don't understand the meaning of the sentence as a whole.
He doesn't seem to refer to the weather, although the Brits always talk about the weather, and I can't be sure.
And what kind of chill is the raw chill?
