Sample sentence:

A number of people – black and white – had turned out to chat on the broken concrete picnic benches by the shore. They seemed far more interested in gossiping than in watching the stunning pyrotechnics on the horizon.

Question:

What does "had turned out" mean in the sample sentence? How can the sentence be paraphrased?
