A piece of paper does not make an immigrant French

    Hi I would like to say:
    A piece of paper does not make an immigrant French. I currently have:

    Une feuille du papier ne fabrique pas un immigré français.

    But am unsure on the word order and verb choice

    I don't know if I'm right, but how I understand this sentence is that a piece of of paper is not enough to make someone a french person.
    In this case, I would translate your sentence by :
    "Un bout de papier ne suffit pas à faire d'un immigrant un français"
