I want to know whether ' a populist fundraising boom ' includes both Romney's and Obama's fundraising efforts or solely the efforts made by Romney's.

    It has to mean that the boom took place in Romney's campaign. Otherwise, 'despite' does not make sense.
    The meaning is that Romney still lags behind McCain's figures, even though he benefited from that boom.
