Can you please explain to me what does this sentence mean? I am especially confused about the last part.

A preposterous suggestion is best dealt with by finding a reasonable answer and not by condemning it out of hand.

    My attempt: The best way to deal with a ridiculous or foolish suggestion is by finding a reasonable answer and not by ruling it out straight away.

    What MJ says is absolutely correct. To condemn something "out of hand" is to do so without bothering to consider it. Suggestions which seem ridiculous (or preposterous) are often comdemned without being analysed (that is, "out of hand") and this sentence states that they should not be.
