    Yo pondría:

Regarding/ About the elections on December the 3rd...

Pero no soy nativa, así que igual es mejor que esperes más comentarios, un saludo y suerte.

    Algunas sugerencias:

Speaking of the elections coming up this Dec. 3rd, .......
Speaking of the elections which will be held this coming Dec. 3rd, .....
Speaking of the elections to be held this Dec. 3rd, ....

Speaking of sounds a bit too casual to me...

I would rather say... In regards to... or Regarding the upcoming elections to be held on December 3rd...

Yes, I agree, "speaking of" conveys somewhat of familiarty, while "a proposito de" is really stylish in spanish to say con "motivo de" so I'm looking for a formal way to express it.
