a rag of bunting

A blazing rag of Homecoming bunting floated down to the pavement next to the main ticket booth, trailing a few sparks before coming to rest.

What would be the difference between a strip of bunting and a rag of bunting? The former was used in another paragraph of the same scene: “The wind tore a tattered strip of Homecoming Weekend bunting free of the scoreboard…”

Thank you.

Largely, he's just using different words to make his writing more interesting. A strip is usually a long straight piece, while a rag could be any shape at all.
