a riot of red-and-orange psychedelia

There were seven of them in an old RV held together by spit, baling wire, and—perhaps—the resin of all the dope that had been smoked inside its rusty walls. Printed on one side, amid a riot of red-and-orange psychedelia, was the word FURTHER, in honor of the 1939 International Harvester school bus in which Ken Kesey’s Merry Pranksters had visited Woodstock during the summer of 1969. Back then all but the two oldest of these latter-day hippies had yet to be born.

Does psychedelia refer to psychedelic artwork in this context?

Related words I looked up:
riot: an impressively large or varied display of something. e.g. the garden was a riot of color.
Psychedelic art is any art or visual displays inspired by psychedelic experiences and hallucinations known to follow the ingestion of psychoactive drugs such as LSD and psilocybin.

Thank you.

Yes, it does. Psychedelic colours are those which are rarely or never used together in classic European/Western colour schemes because they aren't regarded as harmonious : they 'clash' or contrast in a jarring way. Orange and red or orange and pink would never have been placed together, pre- 1960.
Shocking pink and lime green are another clashing pair.
